Liberty Street would be a major transfer point between the two lines, as it would be the first opportunity for a southbound traveler to disembark their train, walk a few blocks, and board a northbound train on the other line.  A narrowed, pedestrian friendly Liberty Street would both support and greatly benefit from this added activity.
